INSTITUTE OF URBAN TRANSPORT

Subject: Appointment of Executive Secretary in place of Shri B. S. Diwan.

            The Governing Council in their meeting held on 7.4.2010 decided to accept the ‘Quit Notice’ of Shri B. S. Diwan from the post of Executive Secretary and accordingly he will quit on 30.6.2010.  It was also decided that process of appointment of the successor of Shri Diwan may be taken up as per the established procedure.

2. Accordingly, a request for the post of Executive Secretary was put on the website with Terms of Reference, as in the Annexure-I enclosed.

3. A News Item was also inserted in the April Issue of the Newsletter inviting applications for the post of Executive Secretary and the last date of receipt of applications for the post was indicated as 31st May, 2010.

4. Though a number of enquiries were made, but only one application was received by 31st May, 2010

5. It has accordingly been decided to request the IUT members to suggest name(s) of possible candidate for the post of Executive Secretary.  Suggestions may be made by 14th June, 2010 since the selection process is proposed to be completed by 18th June, 2010. 


 

Invitation to Members of Institute of Urban Transport to assist the Institute in its Work Programme

As the Members of the INSTITUTE OF URBAN TRANSPORT (INDIA) are aware, this Institute was established in May, 1997 as a premier professional non-profit making organization and registered under the Societies Registration Act. to promote, encourage and coordinate the state of the art of urban transport including planning, development, operation, education, research and management and also to organize lectures, seminars, workshop, conferences, etc on subjects pertaining to urban transport. Further, to develop not only proper transport infrastructure but also the sustainable public transport systems for all types of cities, the institute endeavors to address the problems of infrastructure and sustainable urban transport systems in the country.

With the above objectives in view, the Institute has formulated the following work plan for the year 2010, which has been approved by the Governing Council of the Institute at its meeting held on 7th April, 2010:

  1. FIRST CODE OF PRACTICE

IIT DELHI has been awarded the work of preparing a “Code of Practice related to urban transport – Urban road cross section standards for Indian cities”.  These Design Guidelines are prepared, considering the current IRC Codes and the current International practices.  The Code of Practice consists of 4 parts: Cross Section Design; Intersection Design; Signage; Road Markings. The draft is ready and is to be discussed at the first review meeting in April 2010. This will be followed by peer review and vetting by an expert committee consisting of professionals and users.

  1. LAUNCH OF THE AWARENESS CAMPAIGN  

Cities are important as they contribute most to GDP. Good transport makes a city efficient by providing mobility to its work force. While some awareness about the importance of good transport exists in large cities and action has been initiated, small and medium size cities (Population 0.5 to 1.0 million) are largely inactive. It is important that such cities also initiate immediate action so that problems do not grow to a level that solutions become complex and expensive. Steps involved in the awareness campaign are as follows;

  1. Prepare Informatory leaflets                                                         
  2. Distribute amongst medium size cities.                                        
  3. Repeat step 2 at monthly intervals and await reaction from cities
  4. Based on reaction to step 3 undertake a city appreciation visit to the selected city and prepare for interaction with city                        
  5. Organize and hold a workshop in the selected city to;          
    1. Explain the city scene, bottlenecks and possible solutions
    2. Explain the consequences of ‘business as usual’ scene
    3. Give introduction to urban transport management
    4. Explain ‘where to start’ and ‘how to start’ and what needs to be done

  1. COORDINATION AND DISSEMINATION OF RESEARCH FINDINGS

Research in urban transport in India is being undertaken mainly as an academic exercise without any coordination with each other and without trying to match it with the need of the user. The present system of dissemination of research findings is not focused on the work in the area of urban transport either. The need for coordination and dissemination, however, is accepted by research organizations. Following action plan has therefore emerged;

  1. Review available published information on UT research in last 10 years 
  2. Collect details of future research plans of the 30 and odd organizations
  3. Get web link of the organizations involved in research in urban transport  
  4. Undertake an opinion survey with users of 5 cities each of different population size to understand their requirement to plan future research
  5. Develop a comprehensive coordinated research program for future
  6. Hold a workshop for interaction between users and researchers to finalize the future research program and procedure for dissemination of findings
  7. Include in the annual urban mobility conference in December 2010

  1. PUBLICATION OF THE SIX-MONTHLY JOURNAL

The last issue of the journal was published and distributed in December 2009. It is proposed to publish two journals per year in the month of June and December. A publication Committee is in place to undertake this exercise.

  1. PURCHASE OF BOOKS AND MAGAZINES 

IUT had started developing its library in the year 2002 when premises were made available in the NBO building. This has slowed down with the loss of those premises. However the process continues.
